Reproduce:

winget install Ubuntu
wsl git clone https://gogs.gtsplab.com:5432/SVIG/pricer.git

Results:

Cloning into 'pricer'...
fatal: unable to access 'https://gogs.gtsplab.com:5432/SVIG/pricer.git/': server certificate verification failed. CAfile: none CRLfile: none

The problem was ispmgr doesn't include a full cert chain, just the CAs. See https://gogs.gtsplab.com:5432/j/Issues/issues/4

Fixed, certificate chain updated.
